Our Methodological Approach
A comprehensive methodology for the design, implementation, assessment, and sustainability of pilot projects has been developed within Work Packages 4 and 5 of JACARDI. This framework is designed to apply a harmonized approach to take from best practices and integrating evidence-based actions into real-world practice. With its flexible structure, the methodology offers robust support for various stages of pilot planning, including country context analysis, situation analysis, and the identification and involvement of key stakeholders. It also covers the implementation of pilots and the monitoring and assessment of their health and economic outcomes.
This methodology aims to reduce the risk of failure, ensure a thorough analysis of results, and facilitate the sustainability and scalability of successful interventions across the EU.
Key transversal aspects, such as sustainability (ensuring the continued exploitation of results post-JACARDI) and an equity and diversity lens (addressing social and commercial determinants, as well as cultural and ethnic diversity), are integrated into every step of the process.
Our framework comprises four interconnected activities:

Context Analysis
This initial step involves identifying the challenges, needs, and priorities related to specific topics in each country. By understanding the gaps between current and ideal states, we lay a solid foundation for preparing pilot project plans.
2.
Preparation of Pilot Project Plans
In this phase, pilot projects select and adapt proven practices to address their unique challenges and objectives. This results in evidence-based interventions tailored to the specific needs of each site, ensuring relevance and effectiveness.
3.
Implementation of Pilot Projects
The common methodology requires that during the implementation phase, all pilot projects follow 15 steps, each of which is guided and supported by specific tools and training.
4.
Analysis of Results
Additionally, each pilot will need to follow a multidimensional assessment of its results, evaluating six key outcome dimensions:
- Clinical Effectiveness
- Patient Experience
- Economic Efficiency
- Distributional Equity
- Sustainability – and additional implementation and process outcome
The insights gained are used to create a plan for scaling successful practices across multiple countries.
Objectives of WP5
The primary objectives of WP5 are to:
- Develop and implement a methodological framework that guides technical WPs in pilot design, preparation, implementation, monitoring, reporting, and assessment.
- – Establish synergies with relevant and complementary ongoing European initiatives to align activities and avoid overlapping efforts.
- – Integrate strategies that address transversal and intersectional aspects within pilot implementations, ensuring inclusivity and equity.
- – Provide capacity building and support to ensure consistent application of the methodology across all pilot projects.
- – Create a platform for collecting and storing relevant information about pilot implementations, facilitating data sharing and transparency.
WP5 is dedicated to fostering innovation and improving healthcare systems through a robust and adaptable methodological framework. By prioritizing equity and sustainability, we aim to create lasting impacts that extend beyond the JACARDI project, benefiting healthcare initiatives across Europe.
